It means that we exist in a time when we have the capability to live good things in life (i.e. plentiful food, water, power, safety, etc.). But we must also be ready to face the future and all of the hardships (not hard ships) that are going to come our way (i.e. war, loss of fuel, things in life that make it difficult to survive happily).

What is this nonsense? Are you drunk?
It is very good luck to live in an Age when labor is scarce, new discoveries are being made and passed on to the people of a country; it is even better to have freedom, some measure of justice in the workplaces, busy markets of honestly sold goods and services. Those are the components of a Great Age.



But the second part of the quote can either refer to



1. the



impending loss of that greatness, which is likened to a tempest or great wind against which the traveler on the 'ship of state'' must now brace himself, since it's being steered into rough seas;



or



2.We need to put up with difficult conditions and adversities, again likened to a strong adverse wind, if we hope to achieve such a desirable Age and triumph over all the difficulties that lie between us and achieving and enjoying its benefits.
